Qualifications: B.Eng, C. Eng, MICE HSE Part IV Commercial Air Diver

1987 Graduated from Queens University, Belfast with an Honours Degree in Civil Engineering in 1987

1987/1989 Joined Charles Brand Ltd and worked as a Site Engineer and Diving Engineer on the Bangor Seafront Development Phases II and III. Responsibilities included the setting out, planning, site records and monthly valuations.

1989/1991 Transferred to Kier Ltd and worked for 13 months as a Design and Planning Engineer in the civil engineering projects office in Bedfordshire. Responsibilities included design calculations for piling and pre-cast pre-stressed concrete deck units for a 3.3km approach jetty over water, launch profiles for offshore pulls and various sheet piled cofferdam application

1992/2002 Employed by McLaughlin & Harvey initially as a Contracts Manager with responsibilities including Term Contract work in the ports of Larne, Warrenpoint, Cairnryan and Stranraer. Since 1993 the main responsibilities included estimating on a variety of civil engineering tenders, including successful contract awards for drainage schemes, bridge replacement and bridge strengthening works. Other successful awards were rock armoured sea defence works, concrete and gunite repairs and sheet piled quay walls Between 1995 and 1996 involved on the estimates for and contract management of the reconstruction of two major contracts in the port of Cairnryan. Berth No. 1 was reconstructed comprising a new sheet pile wall, pilecap and fendering system whilst maintaining the existing P&O Ro-Ro ferry service. This was followed by the construction of a new quay and berthing facility at Berth No. 2 in Cairnryan for the new P&O Jetliner Service. Appointed as the Civil Engineering Manager for McLaughlin & Harvey in March 1999. During the period from 1999 to 2001 the annual turnover for the company in civil engineering rose from £2.5 million to £6.0 million for year ending 2001. As Civil Engineering Manager main responsibilities included the estimating, contract management and valuations for a number of major civil engineering schemes. These schemes included: Glenarm Harbour Improvements (£3.0m) Sea Defences for Translink (£0.9m) Glenarm Sewer Improvements (£0.7m) A number of footbridge and rail bridge replacements (total £1.5m) Term Maintenance Contracts with Translink and Larne Harbour.

Philip was responsible for the implementation of the following Management Systems operated and maintained=ed by the company:-

  • Health & Safety Management System attaining accreditation under the Safe-T-Cert in April 2006, with annual successful Audits with currently Grade A attained and maintained since May 2013
  • Environmental Management System Leader initially in conjunction with the STEM Project in the implementation of an EMS with attaining accreditation to BS8555 Phase 3 in December 2007. This was subsequently moved across to the newly introduced NViroCert accreditation with Ashleigh becoming the first fully accredited company through the Construction Employers scheme in October 2013
  •  Quality Management System to ISO9001:2008 first attained in December 2014 with successful transition to ISO 9001:2015 in March 2018
  • Investors in People Accreditation attained in December 2015 


Philip has also introduced a Computerised Maintenance Management System (CMMS) in the form of the eMaint platform to assist with and record the reporting, actioning and recording of all planned and reactive maintenance and repair of the company's extensive range of plant and equipment assets - which currently extends to over 300 listed asset items.
