Commercial Manager

Frank is responsible for Contract procurement, PQQ and Tender Administration and Quality Management


1986 & 1987 Summer placements as a Draftsman with McAdam Design Partnership and as a Technician with Kirk McClure Consulting Engineers

1988/1998 Employed as a Technician with Kirk McClure Consulting Engineers.

1998/2004 Promoted to Senior Technician with Kirk McClure Consulting Engineers.

2007/2009 Construction Manager / Site Agent with Dawson WAM Ltd.

2009 to Date Contracts Manager / Site Agent and now Commercial Manager with Ashleigh Contracts.

Subsequent to having almost 20 years experience as an Engineering Technician with Consulting Engineers, Frank then attained 7 years direct site experience in the supervision, management and running of construction sites, including all aspects of health and safety, production and implementation of method statements and risk assessments, allocation of labour resources including sub contractors, programming of works and ordering of materials. Site Management experience has included the following major civil engineering works:-

 

  • Burren Flood Alleviation Scheme, Newcastle (£4.4m)
  • Glenarm to Carnlough Sewer Improvements (£0.6m)
  • Helens Bay Sewer Improvements (£3.1m)
  • Sandy Street Culvert in Newry (£0.8m)
  • Backburn Culvert Replacement in Newtownstewart (£0.7m)
  • Underground and piling works for office buildings at Lanyon Place in Belfast (£1.2M)
  • Extension of Stormont Wharf in Belfast Harbour including capital dredging works (£8M)
  • Marine Revetments, Dredging & reclamation works on the Greystones Harbour Development (€3.0m).
  • Coastal Defences on the new Stena Port Development in Loch Ryan (£1.4m)
  • London Gateway Phase 2 Revetments (£1.3m)
  • Fraserburgh North Harbour Deepening (£1.4m)

Frank produces 3D Autocad models of the dredging and revetment works for the Prolec 3D GPS machine control systems used by Ashleigh on their specialist long reach excavators.

Frank holds a Black Construction Managers CSR Card, is confined spaces trained and had=s a Fist Aid in the Workplace qualification. In addition Frank is a RYA Qualified Rescue Coxwain, Advanced Powerboat Instructor and holds a commercially endorsed powerboat certificate.

 

Commercial Management:

Frank has in recent years become more involved in commercial aspects of contract procurement and has been responsible for the PQQ and Tender submissions on a number of marine civil engineering contracts. This has involved all aspects of commercial and contractual review of tender documents, preparation of tender enquiries, collation of all quotations, preparing programmes and method statements for tender submissions and being directly responsible for the pricing of the tender submissions.
